As a non profit organization, they are required by law to file certain documents. They have not. The Hawaii AG believes KEHEA is spending funds in a manner not permissible by tax exempt organizations. PM Modi & India don’t need no stinkin’ TMT permits or any other kind of authorization. They assume their citizens are keen on surprises. Just ask the residents of Kashmir province. I think the permits are in place for the TMT to start construction in La Palma as well as on Mauna Kea. Most of the TMT partners don't want the TMT to be built there as it is a significantly inferior site compared to Mauna Kea, especially for infrared observations. It might be, and this is just a guess, that the Indian scientific community are much more interested in optical rather than infrared observations so moving to La Palma would not harm their science program significantly and they just want to get on with it. I don't blame them if that's the case.
