Then they fixed it so what, that is their job, as it was the judges to let them ride! I had planned on monitoring every building permit and when one was pulled, I would notify the owner that I wanted an EIA to be completed before they do anything to their land. My basis was because they needed a waste system; I wanted to make sure it doesn’t have any impact on the ocean or shorelines. Of course, they could quietly agree to negotiate a cash settlement and I wouldn't file for them to conduct an EIA. I was well within my legal rights to demand one and nobody could stop me. No agency or department could intervene and prevent it. Imagine the cost to the landowner to complete a full EIA and the time it would take for them to do so. Add in all the legal and technical challenges to their report and I bet they would have regretted not forking over a few thousand dollars to me not to file. The USCG has ordered massive work to be done. As of this writing, negotiations are under way with USCG to formulate a plan of repair. The damage is so extensive, no one is sure when or if it will ever get out of dry dock.
