This type of pcard theft(everyone does) has been going on for many years. This may not amount to anything more than another free round of passes for those to continue hawaii's bad government habits, practices, or ethics,jmo. As a merchant, I can assure you I'm just as happy to accept personal credit cards, personal checks, or cash, as I am government or corporate or business payments. It is an agreement with a State office. The only enforcement in the agreement is pCard abuse results in pCard use removed. If it is used for illegal purposes, then there can be prosecution. A hostess bar is still a bar and bars are considered places to eat, by law. It is perfectly legal to use a pCard for a meal in a bar while on travel duty, which is what Kenoi was doing in Honolulu. All he did was get overcharged for a meal. If there was no criminal activity involved, then there is no prosecution. Possibly a severe letter of reprimand. "Aloha also means goodbye. Aloha!" Sounds like the punishment for a bratty teenager, not an educated man. I have a friend, a serious volcanologist, used to be on staff at HVO, then was a professor of geology at UH Hilo, who whenever he did stints on Oahu that had him there, disconnected from his family here, overnight would hang out at a hostess bar and do his work, use there internet connection etc., and got to know a lot of the ladies as friends. He admittedly is a bit eccentric but I know for a fact he had no interest in sampling the wares. |
