LOML and I each had one backpack when we went to Europe for 16 days. We were able to go from train to train, bus, plane in about 1/4 the time it took for those that had multiple bags. There's a reason luggage starts with "lug"!

I agree, those of us who travel with a known facility on the other end, and experienced travellers don't need more than a carry on. But those tourists who aren't do need extra bags. Mostly tourists who make up the bulk of our economy. Hurt them any more, and they'll stop coming. Then what?
