Unless you're tied up in lawsuits which seek to determine which information might be "private".

"burn through state funds" is a bit of an exaggeration

No, it's quite apt; government employees effectively cannot be fired, so have no incentive to work "hard" (eg, customary "private sector" speed, below which you would be fired for substandard performance), with which lack of throughput they can justify more hiring (because their family members need jobs too).

Implementing the goals of the bill will require at least a coordinator, two administrators, and a budget of $500K (requested, but they'll find a way to make do with $350K if that gets the bill passed).

The worst offenders will be exempted through some manner of tiny carve-out in the bill language.

I wish the pessimism weren't so realistic.

The original topic was about a bill which requires an announcement before regulated chemicals are sprayed, and the hope that it would be expanded to herbicides.

Most of the discussion here focused on roundup (which is not regulated), and why farms should notify everyone in advance of spraying the herbicide.

The actual bill SB3095, was about chlorpyrifos, commonly labeled diazinon (and other related products) which is an insecticide, not an herbicide. The bill does not stipulate an announcement before spraying but "a requirement to report on their use of restricted use pesticides to the Department of Agriculture (DOA)."

Restricted use pesticides (of which Roundup is neither) already require posting of signage at the application site, thereby alerting the nearby residents.

Hmm interesting, because of the fire ants.

Anyway, I think this thread has been on topic the whole time. I started it.
It tangented to Roundup when I said the people want an announcement every time it's used in large amounts, like farms and county roadside spraying, and of course all other pesticides. Then, opponents said, (basically) "why, its harmless why include it in the ban?"
Then the struggle to try to convince disbelievers of the dangers of the use of this poison. etc. etc.

Pesticide Compromise Reached As Conference Committee Time Expires

One of the most controversial measures of the Hawaii legislative session cleared a major hurdle Friday.
Senate Bill 3095 calls for mandatory disclosure of pesticide use, a reporting and regulation program and the creation of buffer zones around schools when restricted-use pesticides are sprayed.
It also would ban the use of pesticides containing chlorpyrifos starting in 2019, though there’s some debate about the chemical’s impact on human health. The bill allows the state Department of Agriculture to grant permits allowing its use through 2022.

The department would receive $300,000 to monitor pesticide drift at three schools.

A draft put forward by the Senate passed out of conference committee Friday, where lawmakers from both chambers attempt to resolve differences between drafts.
The bill came down to the wire, its final hearing hours before the end of conference committee.
“We have been slow to act and I apologize for that,” said Sen. Mike Gabbard, a supporter of the bill whose lead author is Sen. Russell Ruderman.

He noted that Hawaii would be the first state to ban chlorpyrifos.
