So ... "desecration" is really arbitrary.

I believe that distinction was addressed by this comment in a Hawaii News Now report:

“It’s absurd to have, to enforce rules upon the rightful caretakers of their land,” opponent Mikey Inouye said.

The land belongs to the State. If they're going to recognize "rightful caretakers", then I'll declare my land "sacred" and thus beyond the reach of the permitting process.

Just like the "aloha checkpoint" and the "protector camp".
