Because I'm sure the only reason the Tepco chairman and president have to look unhappy is that the reactor building they're standing in is about to collapse. It couldn't be something like, say, their company has collapsed around them as a result of the worst nuclear accident in history, which was at least partly their fault, and they're now standing at the site with some guy shoving a camera in their faces.
