all depends on where you live in Puna
Puna gets from under 60" of rain to over 200" and in most of Puna it soaks right in because there is little sediment to hold water on surface (ie ponds) if you are upland where it is wetter you need to use cinder to amend the soil so it drains well so plants dont die of "wet feet" because of the clay soils in some areas... in lower elevation they often need to amend with organic material or soil to hold more water, there is some spots with great soil down there too though (especially in the Kapoho Papaya Farms Rd area), but right next door could be just dry cinder fields (ie Cinderland, which had to bring in tons of soil to have it as lush as it is now 10 years later).
save our indigenous and endemic Hawaiian Plants... learn about them, grow them, and plant them on your property, ....instead of all that invasive non-native garbage I see in most yards... aloha
