If you are buying agriculturally zone land you may just have to accept the fact that "agriculture" encompasses a lot of varied stuff.

Noise up to 70db is allowed 7x24 in Ag zoning.

You could always turn in your neighbors for "cheating" on their property taxes.

If you compare Google Earth to "real" conditions on the ground, you'll find that "some people" have managed to redact themselves from the satellite photos.

I think these things are a matter of where we draw the line that shouldn't be crossed. In Syria, the President drew the line over biological weapons. During WWII eventually a line was draw over Hitler's aggression and mass genocide. In China, there have been lines drawn over human rights violations. In our country we have a long history of drawing lines over child labor laws, equal rights for everyone, workplace safety, etc. to name a few. Here in Puna, people are attempting to draw lines over GMO foods, PGV expansion and many more. I don't think it's unreasonable to question cultural practices that may cause harm to animals like cock fights and dog fights and draw lines that don't allow this behavior. I don't think we progress as a society when we take a "put your head in the sand" mentality.

I guess I should make myself more clear. While I find cockfighting repulsive I really do not care if someone wants to do it. That is between him and the govt. his conscience and God. I am not one to butt in. BUT... When they interrupt my personal space with unnecessary noise, such as birds crowing at all hours in a residential area (don't care how it is zoned, HPP is residential)I suddenly have a problem with that neighbor. They are being inconsiderate self centered jerks ( to put it mildly) If you want to raise them, buy a kapua farmlot and keep them in the middle. Why should the rest of us have our piece of paradise we spent a lot of money on ruined by this intrusion? I would not be a happy camper if they moved near me, and I am not ashamed to say so. I would do whatever I could to get them to move on.( constantly barking dogs would be included as there is no excuse for it either.)
I show respect for my neighbors right to peace and privacy and expect the same. I wouldn't weedwhack or mow at 6 am for the same reason. It's the noise pollution that I would have a problem with. Pull out their little vocal cords and I wouldn't care.
This is one case where a little CCR is a good thing, so long as the busybodies who usually make them up don't go crazy telling me what colors I can paint my house or something.

A: Hawaiian Paradise Park is zoned "Ag-1" (Agricultural 1 acre)

Ag land is used for agricultural purposes or food production. Raising poultry for meat would meet these requirements, however, raising poultry for a blood sport is illegal.

I think you are confusing the issue that our police actually enforce laws here or not with legality.

Ask your lawyer to explain the small matter of "intent".

Raising poultry is a "permitted agricultural use" which is completely appropriate for property which is zoned "agriculture".

You would have to prove that this poultry is, in fact, going to be used "illegally" ... at the very least, probably not a high priority given the "more serious" crimes that need prosecution, and that's before you get into the "right to cultural rites" issue.

Anyone who wants their "peace and quiet" is strongly advised to go off-the-grid: it's a well-documented fact that grid power attracts neighbors. Kopua Farmlots would be an excellent choice for that reason.
