Hunt, I agree that many do utilize the public shoreline for their own will, but the OP was looking at PURCHASING an ocean fronting property, seemingly without the input that the shoreland was public... & if the landowner built steps the public used, this,most likely , would open the land-owner fronting the stairs to many more legal issues (than just the CZM & EIS ones mentioned earlier...liability laws can have a wicked backlash here!)
