There is historic precedent.
Hard cider and beer was the drink of choice in the old days as the alcohol killed bacteria in the water. Beer or cider was a healthier beverage than water for many years in many places. My neighbor down the road when I was growing up in the 1950's followed this regimen. He made his own hard cider, enough for the year, and water never touched his lips. The water was safe at that point in time, but you'd never convince him of that.
Anyone have a recipe for hard coconut cider?

Almost makes one want to buy a lot for 5K in hawaiian beaches and install a water meter!
There is this one great one... Wait... Don't want everyone to know about it, since I haven't seen a dirty diaper there yet! 
When I first came here, lived in Orchidland and filled up at the dump, one had a meter on it, and people don't like seeing the meter because they smashed it... then... came back a week later a brand new one was installed and they smashed that one too! Sigh. This was like 10 years ago, maybe more.

Got to see a whole family pissing and bathing at the Kurtistown water spigots today. Decided I didn't need any crotch runoff near my drinking water, so I will have to go another time. So disgusting.

Initially I thought you might be asking about the non-existent friendly social drinking halls which we unfortunately lack. But FYI - the showers at Kalapana were removed a while ago. Why they don't support and encourage showers in Lower Puna beats me but - your County at work for you.

Would it cost so much to set a shower stall next to the water stations and make it a little more sanitary while providing a service to those who need to shower? Heck you could even throw in a solar water heater on the structure for warm water availability. It could be a portable shower even just something to help keep things cleaner.
