how to get "General Delivery"

You must register at the post office to receive your General Delivery. They even have a little form for you to fill out.

Sorry, that is not true. Some post office locations will allow UPS and FedEx deliveries to paid box holders, but not to free boxes. The locations that do tend to be the larger offices. It varies, but most offices do not accept non USPS deliveries.

Obie, anyone attempting to install CBUs for USPS delivery must check with the USP to make sure it is on an existing route. The USPS made clear to us in Seaview that there is no way they will authorize an extension of a route as they are already stretched too thin.
