That's awful. But I expected that my idea is not going to work.
And was almost sure that you thought about this option yourself.
If she were less crazy,calling HPD might have helped. (Technically,the dogs are your "property"and were in her possession (yard) at some time.)
But with crazy people it's better to keep distance.
Good luck with the fence! That's a pity that you can not bill it to her...
