I'd probably be lenient with a drunk driver on his first offense. Maybe even the second if it was far enough apart from the first. But 13 priors is insanely high. He didn't still have his license did he?

Drinking and driving in East Hawaii appears to be condoned by the authorities most of the time. On any given weekend in the afternoons, you'll find drunk drivers on the road everywhere. They've been drinking all day at the county parks and all the trash cans are overflowing and bottles and cans on the ground. There're signs everywhere that alcohol isn't allowed in the county parks and no authorities seem to care about enforcing the law. The seemingly lax attitude by the authorities about drinking and driving is irresponsible.

Sadly it seems MADD is no longer happy with getting drunks off the roads and is more bent on getting drinkers off the planet (IMHO).
