from my observations, the majority of drivers have their own rules of the road. it just that their rules are the exact opposite of the rules in the drivers manual.
i was behind a girl coming out of hilo a few days ago. she was weaving back forth in the lane. at one point she actually went onto the shoulder lane, missing two biciclist by about 6 inches. my first thought wasn't drunk, but probably texting. until i got beside her, she eating. had something in both hands
