Nobody would want these, so they would end up out in Puna somewhere, and Puna simply can't be trusted with that kind of responsibility (read: money).

Forgot the implied part; should read "nobody would want these where they can see".
The principle is similar to "everyone wants a convenient corner store as long as they don't have to live next to it or suffer the through traffic".
More likely this is just the "attention-span bill" so media will distract everyone while the lawmakers pass something else.
