Now there's a scary thought. Let's trust an entity to keep us safe from volcanoes and tsunamis that can't finish a simple highway project without letting its own permits expire. I'm not really putting down Glinda's main point. Some states will successfully do exactly that with climate change and other Trump fiascoes. It's just that it would have a better chance of working almost any place except here.
