Interesting assertion. They're installing something. It was long, skinny and black, coming off a big spool. If it's not copper or FO, just what is it? I was told 12 years ago that the existing copper wire was not capable of delivering DSL here to my house.

Hawaii Telcom is installing fiber optics right now on AlaKapena and will be extending it on the side roads from Kaleponi to Jungle King
Upper area will be done next year?
Will have high speed internet by the end of the year for some of us, progress!

It's possible their copper cable has maxed out its pairs (or degraded due to age and weather conditions), so they're upgrading to fiber to handle the increased load. Fiber is more cost effective in the long run than copper (any higher up front costs are offset by lower future maintenance costs, and the ability to upgrade services by upgrading the equipment at either end of the cable). Faster internet service would be a possible benefit, but I still suspect all you'll be getting is DSL, not fiber to the home or fiber/coax combo super-fast internet. But nothing would make me happier than to be proved wrong.

TWC-Spectrum has used independent contractors to install cable in HPP in the past. Perhaps the phone company is using some of those same contractors.

Yes, they have and continue to use contractors to help on various projects. However, those are contractors and they do not drive around in a Spectrum or Oceanic vehicles as indicated above.
