Yes. And who knows, compared to their regular training and duties, recruits may even prefer carrying food and water to hungry and thirsty hurricane survivors, where they'll be greeted with, "Oh, thank God. And thank you. You're a life saver."
Rather than carrying 50 pounds of dead weight 5 miles up a hillside only to return to a Sergeant who growls and grumbles, "Better knock 15 seconds off that time tomorrow greenhorn."

Does anyone else see the irony in members of Congress trying to get the executive branch to issue a waiver to the Jones Act, which they had to enact?
Seems to me they could pass an amendment to the Jones Act, that automatically grants that exemption in times of a federally declared disaster, in a day if they set their mind to it.
I suspect that the ports are usable, since the primary complaint expressed in McCain's letter seems to be the cost of transporting the goods and not the availability of goods.

As soon as he got an official request the President signed the waiver.
In the meantime the problem is distribution.
"A mountain of food, water and other vital supplies has arrived in Puerto Rico's main Port of San Juan.
But a shortage of truckers and the island's devastated infrastructure are making it tough to move aid to where it's needed most. Only 20% of truck drivers have reported back to work since Hurricane Maria swept through, according to a spokesperson for Puerto Rico's Gov. Ricardo Rosselló."

The act was suspended without any delay for Texas and Florida. It took way too long for Puerto Rico, but it's been lifted. Unfortunately it is only for 10 days. Puerto Rico requested 1 year, which is their estimated time needed to rebuild their basic infrastructure and due to their remoteness requires more ocean shipping traffic and fuel for the island.

The Open America's Waters Act of 2017 can repeal the Jones Act and this is still an important objective. Now that public has seen the evidence to show that the Jones Act needs to be lifted we need to call Congress and let them know it needs to be lifted completely, not just for Puerto Rico.
Call Congress and ask for the Open America's Waters Act of 2017 by Senator John McCain to pass. Demand for people to bring up this issue in the media and social media. We need to repeal not just waive. Also sign a petition in the White House and share it as it brings more visibility to the cause and the bill needed to repeal the Jones Act.

DHS suspended it for Texas due to the oil refineries as they considered it a national security issue. DHS did not consider Puerto Rico to have the same national security issues, hence the reason why they denied it and then the governor appealed straight to the President.
