If your home turf is being "colonized" by retiring Baby Boomers, you can either grumble about it or grab your bootstraps and get paid to solve problems. I see enterprising locals doing entrepreneurial things to lift up themselves and their families. One may disagree with their techniques or not connect with their branding, but you kinda have to admire their industriousness. They are learning, taking risks, working hard, and adding to the stock of housing. What's not to like? But isn’t that different than the county zoning land for agriculture? Which implies some form of agricultural production, with income? HPP proves it’s not required, but the ag exemptions for real estate tax purposes have tightened over the years, now you need to show excise tax license and sales records to qualify. I’m sure the county can compartmentalize the definitions when it suits their enforcement preferences. RE: Bill 123 - Punatang - 10-11-2024 Excellent point Sir! Yes, it looks like the noose is tightening around owners of AG lots who have been receiving favorable tax treatment without actually "deserving" it. There are ag regions on the mainland with really strict and enforced rules like it has to be 100% fenced, you have to prove profitability in so many years, etc, etc. My point was just that two families with smaller homes on one HPP lot could go to work and scratch out a living and while that's not for everyone, it's a kinda beautiful thing. Those are the neighbors that I love the most. Show me a fruit/veggie stand in HPP and I bet you I have supported it. Some are amazing. HPP could truly be a Paradise and it may become one yet. RE: Bill 123 - Patricia - 10-11-2024 Aloha. I have no idea where your property is located or what kinds of county amenities (water, sewer, county serviced roads) you may be receiving. HPP, like many (pretty much all) of the Puna subdivisions recieve no such amenities from Hawaii County at all. Puna subdivisions pay for their own road maintenance, supply their own water, and will (if they haven't yet) need to (rightfully so) change over antiquated wastewater systems (cesspools) which Puna owners will also pay for. The public offering for HPP (approved by Hawaii County) required nothing to be supplied except private roads. If Hawaii County ever decides they want to start charging Puna subdivisions non-ag property tax rates, then the County better start providing Puna subdivisions with the same amenities that Hilo, Kona, Waikaloa, and others receive.
