5 people (?) aside from your first comment, have replied with snark and question NOT pertaining to the TOPIC. And even your first comment is, while at least half-way serious, dismissive and not discussion. It is more like interrogation. 

Does ANYONE have ANYTHING of interest (legal, contractual, etc.) or want to KNOW about substandard subdivisions in Puna Hawaii? About road maintenance associations? About voluntary community associations? About planned communities? About HOAs? And how they MIGHT impact you?

Didn't say anyone had to "know" anything from me. I am just throwing the discussion out there. A discussion about PUNA issues on PUNAWEB- go figure.

A cluliquey and prickly group, some of you long-time, constant  Punawebber poster are. 

Anyway... 

To all of the current and prospective home owners in the substandard, Puna, Hawaii subdivisions, there is a lot you should know about your substandard subdivision property. And it's not all bad. But it should not be ignored or hidden from you, as some on this forum seem to feel. 

I am NOT the "eminent expert" (someone else's line) on substandard subdivisions in Puna, Hawaii. But I do know a thing or two. So, if anyone has questions, please ask. And if I do not know the answers I will do my best to look them up. 

It would be really great if some on this forum would/could actually add more valid info and discussion. But guess that isn't going to happen. So, to those of you who would like to know more, I will try my best and will add more info to this post when able.

To all of the current and prospective homeowners ANYWHERE in Puna, Hawaii or the United States of America, the only way to protect and have yourself educated with respect to ALL aspects in the purchase of a home/real estate, inclusive of HOA's, CC&R's, Road Fees, et al, is to be properly represented by either a Licensed Real Estate Agent or a Real Estate Attorney or both.

And while yes, you can use The Google, The Facebook, and even The PunaWeb to hear other people's stories and opinions, but remember, you get what you paid for!

And if you think roads and road fees and HOA's are an issue, go ahead and buy/build your 500k plus McMansion on your clear-cut lot of whatever acreage depending on whatever substandard subdivision you desire in greater Puna, and then see what you can do when the day after you move in a 100 head count rooster farm moves in next door!

In Hawaiian Acres, the "road-shaped lot" is jointly owned by all landowners in the subdivision. A fractional interest is included on the deed: 1/3944th. (This is technically wrong given that there are actually 4006 lots.) No mandatory road dues. There are other subdivisions with this arrangement.

In other subdivisions (example: Nanavale) the "road-shaped lot" is owned by an association, membership in which is required by a CC&R on the deed. Association dues pay for road maintenance. Ainaloa is similar, last I heard they had made substantial progress paving all their roads.

Rumor has it Seaview managed to get County to take over their roads.

In any case, these arrangements seem to work just fine everywhere except HPP, and that time Orchidland got their association hijacked.

Maybe the problem isn't the specific legal structure.

At the very time Patricia posted this subject on Punaweb, she and I were having a spirited discussion on Facebook. I pointed out to her that her replies were repetitive. I stated that I had heard the same thing "ad infinitum "
She replied that she was trying to spread the word so new buyers would be aware of the problems in Puna subdivisions. I pointed out that her Facebook group only has 51 members and her response was that those 51 would spread the word.

That's when we she decided everyone on Puaweb needed to hear her version of the problems.

Someone needs to point out to her that many of us have lived here for 20 plus years and we've heard it all. Also if you do a search of Punaweb for HPP, you come up with 766 individual threads about HPP.

If ALL you are supposed to be paying for is road maintenance, then that should be VERY CLEAR.

This is from your OP.  You ask that the road maintenance info be made clear.  I asked you several times, of the HPP road fee how much is road maintenance and how much is not?  Could you make that clear? Very clear? So we know what we are discussing?
