I think overpass make a lot more sense than stop lights sooner or later they are going to built overpasses on hwy 11 when traffic keeps increasing with stop lights your or going to keep backing up traffic more and more. Why not look ahead 10 years and fix it right .

That's what I thought when they widened highway 130 back in 2000-2001 and they just went from 2 lanes to having turn lanes and a widened berm.

They used to put barricades with flashing lights on the edges of the road because it flooded so bad.It was like driving down a river at times so I guess it is a little better.

Root cause: no civic planning took place during the subdivision rush.

Why couldn't highway 11 be converted to a limited access highway?

Same reason: there's no room. Best example: drive up past Kurtistown and look at how there's houses built right up to the highway. Both sides. Not even enough room for more lanes.

Counterexample: look at the "final" 130 plan, which closes some subdivision road access and turns others into "right turn only", along with more traffic lights and roundabouts.

HAAS would be fine with a pedestrian light. Same story; Inouye says wait, but funds run out in a year or so.

Exactly the point: this way, lawmakers can say they did something ("for the children") without actually having to pay for it.

HAAS crossing ... why not wait until the 130 expansion reaches that stretch in 2018?

I doubt the 2018 schedule is actually realistic.

Again, no real planning. In any case, Shipman would have to give up some land for such a project, and they seem reluctant to do this.

Repeating myself: the whole "more roads for more trips to town" paradigm is obsolete, we need to figure out a better solution. Nor is the PCDP much help, since it identifies a need for "village commercial centers" -- mostly only where they already exist.

A light would indeed be of great help regardless of who foots the bill . The folks who design our highways and byways are based in Southern Calif as they are the lowest bidders.
Probably never ever been here in their lives,so do not understand the dynamics of each particular section of Hwy 11 or Hwy 130 .
The right of way for the state on Hwy 11 is 120feet width from Kam school light to the guard rail curve above Mountain View where the road right of way decreases to 80 feet in width .
Eventually will be a 4 lane from Kam school light to Volcano town done in sections,much like saddle road extensions .
The homes along Hwy 11 will be eminent domain and be gone for ever.
In Kurtistown most of the homes on the south side of Hwy 11 are set back the required width and only their front yards will be new right of way road way .
Ben Alonzo will lose the 1st row of pumps and if a person looks closely - the survey pin markers for Hwy 11 is very close to Hara Store wall.Maybe a foot or two set back from the store building wall.

This is not true. The builder is the lowest bidder on the project - but the builder did not do the designs or the engineering. The State or county did.
