The first part was a lame attempt at levity that would have been better left unsaid. The second part is where I wanted discussion. Did the approved plans show a urinal? It makes all the difference. But isn't it equally possible that the plans *did* show a urinal, but one wasn't installed as of the last inspection date, which would delay final approval?
