Aaron M., I'm sorry for your loss. Your personal experience gives more insight into what you posted earlier. Can you do the same with your feelings about the Red Cross? It would help to know what happened that led you to this conclusion. When I read, "The Red Cross is a joke" that seems like a rather broad statement, though based on my own experience I don't necessarily disagree with you.

I suspect the (small) influx is due to the lava flow in lower Puna. People are stressed so a little patience is probably needed.

The shelter is a disaster all unto itself. I was just there again accessing the situation and nothing has changed. It's unacceptable. My home and business are still very much at risk and the shelter is still out of the question as an option.
I think the Red Cross is very sympathetic to the homeless in general which is admirable, at the same time it's too bureaucratic to realize how inappropriate it is to intertwine those issues with lava evacuees.
An absolute travesty.

Doing community volunteering, I can tell you people will absolutely take advantage and the bad elements will drive off the good. If you don't require people to bathe before coming to events, stinky people will drive off polite people. If you look the other way on drinking and smoking and doing drugs, families will not consider your venue safe. If you don't say something to troublemakers, you will eventually be left with only troublemakers. This includes the insane, who can often be offensive or super inappropriate around children, etc.
Most people are too shy or kind to deal with assholes directly, so they will simply leave and not come back. Many people that run charities are so politically correct they are afraid to call anyone on anything. You need some assertive people on staff to maintain a good and safe environment.

Too much compassion is a bad thing. Indeed many liberals are apologists for bad behavior. That's why we see a lot of it these days.
What needs to happen is that the really offensive bums and addicts need to be quarantined in some fashion. At present we have only two extremes for problem people: Prison or being out and allowed to roam completely free.
A third option is needed. It will probably materialize within 30 years in conservative parts of the U.S. Several elements: 1) These dysfunctional folks will wear high tech electronic monitoring. 2) They will roam free in society only for limited hours per week (5-10). And some places will be off limits.
No more planting your sorry ass in front of some person's business downtown all day sitting there drinking, smoking ice and acting stupid.
3) These folks will spend the bulk of their time spent in halfway house type compounds, constructed in cities' most remote warehouse districts. They shouldn't complain; they will get free food and housing (albeit perhaps quonset huts). Sit in there and watch TV all day.
No doubt civil libertarians will be apoplectic.

A third option is needed.
With Hawaii County receiving so much in federal funding for the lava emergency, perhaps they could ask for Third Option Housing. I hear the Feds have some slightly used border cages that are no longer needed, although most of them are in children's sizes.
