The difficulty here is just exactly what you mean by "illegally harass." You are correct in a previous post when you allude to the protection afforded the citizenry from the soldiery by the posse comitatus of 1878, but if, say, an FBI agent were to knock on your neighbor's door, he'd most likely have the proper paperwork in hand before he set about depriving anybody of their liberty. And that being the case, it would be most prudent for local police (and you) to let the agent do his job and then let the judicial system sort out the legality of that job (or lack thereof)... otherwise we end up with flaring tempers and CNN camping out on the perimeter and children getting burned to death. That's not liberty...

Thanks Bob. Couldn't have said it better myself. I will add one thought: this being a society based on Law, we are best served by those who would apply that law equally to all citizens. If James had the power to forgive a poor family who could not pay their property tax, he would also have the power to demand much more, arbitrarily, from another family, based upon nothing, a whim, his mood, the positions of the stars. Here's a link to an article with videos, about a sheriff that stood up to federal agents who didn't have sufficient, i.e. constitutionally valid, paperwork. Of course we wouldn't expect our county police to protect our constitutional rights as well as that Nevada sheriff, Tony DeMeo, protects his constituents. But would it be possible to at least get the police to not cooperate with unconstitutional actions like warrantless search and seizure or forced vaccinations? The police would have to want to help us and then they would also have to be educated about the bill of rights. It may be too late for all that if county government and police are already dependent on and controlled by state and federal money.

James, I had heard that you chaired the PCDP committee on Agriculture and were a leader in concluding that the County should purchase agricultural land in Puna for the purpose of then leasing it out to farmers. How do you see this (purchasing land and leasing it out) fitting in with you "Back to Basics" message?

Yes, I was the convener for the PCDP Agriculture working group.
I, individually, never concluded the County should purchase agricultural land.
One of several ideas that emerged from that group was the County "purchasing" land.
I, personally, did not support that idea.
The working group report, a product of consensus, states as an objective, "Public and/or private investment in ‘agricultural parks’ or equivalent." This might or might not be the County "purchasing" land.
The final PCDP states as an action item,
"Create a fund to purchase or receive identified important agricultural lands".
How this "fund" would actually work is undefined. It could involve some public money and/or land as leverage for private funds and/or land.
There is nothing in what I spoke for in the working group that contradicts my 'back to basics' message.
Note, I was only one person on the working group and not an autocrat. Some ideas brought forward by the group I accepted as being of interest to a majority of the group, even if I personally had reservations.
The working group report was not adopted whole-body into the final PCDP. Again, the result of a community effort.
Note, many good ideas in the various working groups still exist and are available. Once in office, it is my intention to review these working group reports carefully and see what can be implemented, no matter what is or is not in final PCDP.

A purchase and lease program doesn't automatically mean sharecropping poor Hawaiians... The merit of any proposal lies in the details. It could turn out badly, especially if not well defined prior to implementation. However, it could in fact be fair and beneficial... after all, DHHL is a lease program.
