Right, I liken it to waving your hands in the air shouting, "Over here, I'm speeding". In this instance I must admit, I agree with the "culture of silence".

Thank you all who provided positive testimony for the passage of bills 82 and 83 http://bigislandnow.com/2013/06/18/council-tentatively-approves-hpp-speed-limits/

After second reading these will be law. With an enforceable speed limit of 15 mph on our unpaved roads we can move forward in earnest formulating a "reasonable precaution" policy concerning "fugitive dust" for HPP.
