One-stop-shop for your country lifestyle is exactly what this place needs. (Actually, three would be better: mauka, makai, red road.)
Problem is, useful homegrown development is discouraged: seems like the choices are "go broke fighting for permits to do it on land you already have", or "pay rent to someone who can actually get the right zoning".
The sort of local shop described above probably can't afford either of those options.
If anyone finds this "attitude" to be somewhat "defeatist" and/or "negative" ... point to some actual new commercial development (plans approved, ground broken) happening somewhere in Puna.

We already have a shooting range -- it's called "Hawaiian Acres".

The whole lot of purposes location would have to start small on a big enough hunk of ground with a few volume bread and butter moneymakers like being a fencing supply that along with the cement and steel stuff moves hay and all kinds of water tanks and fuel supplies. Then go from there little by little. One of the covered areas for hay turns into a Saturday event barbecue with the Free Farmers Market table. The laundry starts with the no-soap carwash. The repair shop starts with the cement mixer rental. The website starts with a price list and a how do you do. The coffee shop starts with free coffee a beatup computer, one small table and three sturdy old chairs. The owners show up at every single meeting that has to do with anything Puna.

That is a brilliant idea! What are often designated by economists as micro businesses that employ 1-10 people can actually provide economic stability to a community like ours, rather than larger scale single industries that end up on a boom/bust cycle. I know the PCDP has lands identified for those sorts of purposes, but I wonder who owns those lands and do they ever actually want to develop those sorts of facilities? Rene S. probably knows if she wants to weigh in.

An indoor shooting range is probably a good idea. We had a small one open in town here and I've been shocked at how busy they stay. They took over an old metal commercial building. I don't think the investment was great. Insulation and bullet stops and traps. It's not a good rifle range (30 yards, I think) and steel core and some calibers aren't allowed (50BMG). Although they don't accommodate all desires they get a bulk of business at a smaller investment. I wish I'd thought of it. For big bore and magnum rifle calibers the folks could still go to Hawaiian Acres.
