From the article you quote, I see nothing about being fined for Hwy 130 and the "penalties" were for the work on Hwy 11. I don't know if penalties mean fines BTW.

I saw nothing about penalties for work being completed late on Hwy 130.

Do you mean Kukila off Railroad in Hilo? If so I am simply speechless. On the other hand, if Hilo starts getting snarled by all this there may be some improvement in planning.
