Rob As an owner on 4th street, I like your proposal. The only thing I don't like is the junction with 130 at Pahoa. I would prefer a junction through area of Hawaiian Shores and Beaches to hook up with area of Nanawale and Leilani to provide emergency route to those areas. I like the reasoning to place the route at 10th rather than 15th.

Given the fact that current population of HPP exceeds 10,000 and at buildout will exceed 40,000, it is important to persue additional routes beseides 130. Leilani and Nanawale buildout will also add several thousand.

I chose to terminate the Puna Parkway on highway 130 because I could not see a practical way to end a 250' wide parkway on a simple county road. As drawn the parkway would still be a very viable evacuation route for Nanawale or Leilani.

This is just a proposal however and long before anything actually happens many hands will fiddle with the details - as they should.
