the paved sections connecting 11 to 130 through HA and Ainaloa is county paved/maintained. The residents along those roads gave up their rights as a private subdivision
Hawaiian Acres did not cede ownership of Road 8 to County; the EAR is only an easement, the exact terms of which I have yet to discover.
The reality on the ground is: County maintains Ainaloa but does not bother fixing Road 8.
