To Lodestone I am just trying to be charitable to the pro-gun folks. Hope they will provide some detailed views on the basis for the right to sell guns.

Try driving without insurance and see how that works out for you. I'd love to hear the outcome of using that sort of reasoning with a judge in response to a summons for driving without any. How many times do you think you could use that line before your right to drive was revoked?

I think insurance is a no brainer, and am amazed it isn't a national policy, thanks again Rob for the idea. Has Russell given you any feedback on the possibility of it actually getting some traction in the legislature?

I don't get the name engraving idea. All modern firearms already have unique serial numbers that can serve that purpose.

I'm embarrassed about the way the BCSO handled it's part of the whole tragedy. I'm thankful I was with a different S. FL agency. That sheriff needs to go.

Perhaps I should have said mass shootings, not just school shootings. At one point in August of 2017, there were more mass shooting deaths than days in the year, over 240.

Hawaii is blessed with its lack of gun violence. It's not just luck, it's legislation. Rob's insurance idea would, I believe, make us safer still, while still allowing gun ownership for those who wished to buy and own a weapon for hunting, target practice, or home protection.

oink, the serial number requires a database of owners, which could be misused, hacked, or simply inaccurate over time. The name would be immediately verifiable, and thus one more opportunity to get a stolen gun (and a criminal) off the streets. Legal owners should have no problem with their name on their weapon, not so much criminals and gang members. Pawn shops could refuse to buy weapons without the seller's name. Lots of benefits.

This not being an area I follow very closely, the idea of gun liability insurance seemed like a worthwhile approach to address the issues Rob outlined - risk assessment and coverage for damages. As stated, insurance companies have a long history of making such assessments and would have a financial stake in getting it right (unlike government background checks).

In looking closer, legislation along these lines has been proposed many times before, tracked by the insurance industry. Here was an informative summary of gun insurance bills introduced after Sandy Hook:

Hawaii State Sen. Josh Green tried to introduce similar legislation just a couple years ago.

While there are lots of details to wade through, all of these laws would ultimately need to pass constitutional review, given 2nd Amendment Constitutional rights. If Hawaii were to study the issue, then that should be the focus IMHO - what, if any system, of mandatory gun liability insurance would be deemed constitutional? The pragmatics of minimum required coverage, state-backed pools, etc, etc are all moot otherwise.

Best of luck with it Rob - doing something is better than choosing to believe nothing can be done.

So far there have been 35 mass shootings this year (defined as 4 or more people killed or injured, not including the shooter, in a single incident).

The Gun Violence Archive's reports include mass shootings, children injuries, accidental, and defensive use, among others, with geographical info, incident descriptions, and links to sources. Useful for seeing both trends and details, although Hawaii appears rarely in the results (low gun violence) but is also under reported (i.e. there are incidents reported locally but not recorded in the archive)
