Retailers can still offer plastic bags for a fee charged to the customer for one year, after which time the bags are banned entirely.

Several years ago a middle schooler in Canada discovered a process involving organic mediums, sunlight, and several types of microbial life work great to decompose consumer plastics

my husband tried to do that at Safeway about a month ago, and the cashier had a fit! Something about everything had to be in a bag or he might be stealing it. He ignored her, had no further trouble.
Amazingly, I bought stuff in 4 stores today, and remembered to bring my bags into every one! Tip: put the empty bags in the front seat instead of the trunk. Some stores are still putting stuff in plastic, others have stocked up on paper.

Since I was born in Europe and lived in other locations outside the USA where canvas bags or other bag types were a daily usage , with out much thought.....it amazes me how hard/confusing it is for the rest of "us" to catch up.
Sort of like the roundabouts that are used around the world successfully but are argued against here in Puna because its a new skill to learn and not fair for the locals , or the ganga impaired.

...yes , its a cornstarch base product and it can get thrown into the compost pile. A very good solution.

Agreed.
On the bags and on the roundabouts.
Except the part about the Ganga impaired.
I would be far more concerned about the drunks leaving Luquin's and meandering into a traffic circle. Both on foot and behind the wheel.
The biggest failure of roundabouts in America is the inability of the driver to understand that those IN the circle have the right away and those ENTERING the circle must yield.
Go try drive a few of the "rotary’s" in Massachusetts and Connecticut if you want to get really close to death!
(PS - Funny, but spell checker in MS word automatically capitalizes Ganga!)
