Aloha,
I've been working on a nonprofit project to set up an open-access multidisciplinary workspace in East Hawaii for the community. My goal is to set up a facility where people can walk in with an idea and walk out with a product... Basically, everything an individual needs to launch a technology-based business (tools, learning resources, coworking spaces, etc).

Maybe more people are starting to think the same thing, Hilo is in a very strategic location for low-key, high tech industry.
A 100 ft by 50 ft industrial building covered with HIT solar panels will produce 1MW. That will be more than enough to power the office environment/light industrial of the fab lab below it. The surplus could be sold to supplement operating income.
While Moon exploration simulation at Mauna Kea is probably coming to an end, there is more notice that Mauna Kea is a very good simulation area for Mars. It seems there could be very mutually beneficial cooperative efforts with NASA and P.I.S.C.E.S. for local rapid prototyping. Too late to submit a fab lab abstract to the P.I.S.C.E.S. conference but concept flyers could be handed out.

Perhaps you could use those people, who are in the Court System, that must serve community service time, that is required of them to meet their sentencing requirements. Of course, this would be the non-violent convicted citizens, including teens.

Sweden to Import Garbage as Trash Supplies Run Dry
As other nations throughout the world struggle to cut the amount of waste piling up in their landfills and marring the landscape, Sweden is facing an entirely different sort of challenge -- they've run out of trash. Now they're forced to import some more.
Swedes, you see, are among the planet's least wasteful people, on average recycling around 96 percent of the garbage they produce. And with what's left, they've found a way to use, having implemented a world-class waste-to-energy incineration program capable of providing electricity sufficient to power hundreds of thousands of homes.
But their hyper-efficiency has led to a unique problem: a trash shortage that could threaten the energy production capacity.
So, what is Sweden to do? Well, according to Swedish officials, the notoriously tidy nation will begin importing garbage from their neighbor Norway -- about 80,000 tons of it annually, in fact, to fulfill their energy needs.
Perhaps the best part of all is that, in solving their problem, Swedes actually stand to profit from this endeavor; the Norwegians are going to pay them to take their waste, proving quite succinctly that one nation's trash can truly be another's treasure trove.

Checked out the space they have for this today, and when this thing gets spun up it would be a great resource for someone that wants to learn how to make a prototype of an idea they have. or to do short run manufacturing

I also wanted to invite everyone to join us this Sunday, Nov. 11th @ noon, for our Hawaii TechWorks open house. This will be an opportunity to learn about our innovation lab and community workshop- Hawaii Island’s first such program and facility.
The open house will be hosted on-premise at the workshop’s interim location, at 230 Kekuanaoa Street in Hilo (former Mazie Hirono HQ, and across the street from the Computer Store). Pog,
We will have a variety of wood working equipment, both hand and power tools. Additionally we are planning on having a laser cutter and a point digitizer. Planned tools include cnc wood, metal, plastics, and electronics... The conversations we will be having are regarding the vision, what the concepts of a fab lab/tech shop/hacker space/maker space (there are many incarnations around the country) will mean for the East Hawaii community, and what the possibilities are. It's an open house in the sense that we are really looking to start that conversation to deepen community ties and shape our path as we grow.
