They'll tell you what you might be qualified for re: exemptions & when it'll take effect. Mail it in, they send someone to see if it looks like some kind of "living there" is happening. If you're way up some gnarly "private" roads, call the guy after you mail it in, he might be willing to take your word for it and save himself the trip.
