An "application for change of zone" sign has just appeared at the corner of highways 130 and 132, on the vacant lot across 130 from Pahoa High.
Applicant seeks to rezone from RS to CV.
Anyone here have any ideas what's going on? I would search the County records, but their system seems designed to hinder public participation...
For some reason my instinct suggests it's "corporate" (McDonald's or similar) given Planning's past hostility towards small local independent developers... at the very least, it seems like an early test case for the new Planning and Council folks.

Gilbert Aguinaldo wants to build a senior day care center and a dialysis clinic. The Windward Planning Commission will have its hearing on the upzone request on Thursday, Jan. 10 at 9 a.m. The reference # is REZ 12-159.

Is that the parcel across the road from the ball fields on the side of the HS away from the highway? My husband was walking our dogs there one day several months ago and stumbled across a brand new sign announcing a planning request for a zoning or use change that was literally posted behind a bunch of bushes that concealed it from the road. If he hadn't been off the road and on foot he never would have seen it. He thought it was a request for multi family housing though, so maybe it isn't the same zoning change request.
It is a little scary that our relatively small district could support a dialysis center. It will be good that lower Puna patients won't have to drive to Hilo but I am a little shocked there are that many.

Actually, the Liberty Dialysis Center in Hilo has had a delayed start because they had under-estimated the need & increased their capacity from 36 to 48, before even opening, so I would image that there is still an acute need, especially with the long travel times of lower Puna... for many that drive 3 times a week can be a real drag, esp. when you are already needing dialysis...

Well, if they build something as nice as the one they put in on Kinoole (or Kilauea, I'm not sure) we will be blessed. It is a good looking residential kama'aina style building, unlike the ugly sheetmetal boxes we seem to get here in Puna.

Blas & Co have a pending resoution to delay all up-zoning in Pahoa Village, so that "the public" has a chance to "provide input and feedback"... and here I thought the PCDP was supposed to settle that.
I could understand the NIMBYs marching against a new McDonald's (or one of those instant "unamas-noahsbagels-starbucks-jambajuice" mini-stripmalls), but delaying real services which are actually needed by the community is just offensive.

Blas is no longer a county councilor, in fact he skipped every council meeting after he lost the election and instead left for the mainland claiming a family "emergency". I think that any councilor who skips meetings shouldn't be paid for them.

Blas may be gone but his legacy lives on: R 313-12 ("delay action on upzoning in Pahoa Village") was adopted -- unanimously -- by the new Council on 1/9.
Same Council meeting apparently granted several upzone requests in the non-Puna parts of the island, so apparently "the system works" (for someone).

It is pretty obvious that corruption has reached the lowest levels of govt. in Hawaii now, meaning the local level. Wnen local govt. ie. "county councilors, county clerk, and planning and zoning administrators are being compensated by out of state entities such as insulation corporations, roofing material co, glass manufacterers etc. These draconian codes are designed for two things, putting money in corporations coffers and putting money into a few disingenuous public officials pockets. Millions of dollars that would be spent locally will now be given to insulation corps. overseas. Not only do these draco building codes take millions out of local economies they take your property rights. The land in Hawaii and other states will soon become worthless, as peoples "rights" to their property will no longer exist. Your right to privacy is already gone. When planning and zoning tell you to your face that they will be flying over your house to "see" what you are up to. This is a criminal act. Verified by the U.S. constitution. This local county govt. needs to be under investigation for all kinds of illegal activities. Stand up before its too late. Neighborhood associations and association of realtors need to act on this now.
