Insane Drivers of Hawaii, Chapter 17 - Hunt Stoddard - 02-16-2013 Continuing the Punaweb tradition of complaining about drivers: I've had the occasion the last couple days to be driving back into Hilo at around 6:30 during the rain. Yesterday I counted over ten oncoming cars either with no headlights on or with only parking lights on. Counted a lesser number tonight, but still significant. In each case I flashed my high beams to signal them to turn their $%#@ing lights on, without, as far as I could determine, any effect whatsoever. These people are accidents waiting to happen. You would think that with the number of fatal accidents at cross streets along this highway, drivers would have their lights on at least a half hour before sundown without fail, right? For one thing, I'm amazed that police allow people to drive with parking lights on around here. Maybe I can get a few more people willing to be as obnoxious as I am. If you see someone without lights, or with only parking lights on at dusk, flash your high beams. The life you save might be... RE: Insane Drivers of Hawaii, Chapter 17 - Bullwinkle - 02-17-2013 respectful questions not a challenge ..... vehicle code - does it call for lights on in the rain.? flashing lights - I use the signal for "o.k" like ok pull out I'll slow or.... O.K. for you to make the left across the highway, I see you, I'll slow .... any way don't know if its required in the vehicle code to run lights in the rain, have lived in jurisdictions that required a third halogen red rear light for fog - a nifty idea.... Headlights .....what is it? 1/2 before and after sunset and sunrise? if its required in the rain (limited visibility - would also call for slowing below the posted speed limit see "conditions" ) it would be in that section of the code me thinks. ....... question not a challenge ..... vehicle code - does it call for lights on in the specifically in rain. Every vehicle upon a highway within the County at any time from a half hour after sunset to a half hour before sunrise and at any other time when, due to insufficient light or unfavorable atmospheric conditions, persons and vehicles on the highway are not clearly discernible at a distance of five hundred feet ahead shall display lighted lamps and illuminating devices as required by this chapter for different classes of vehicles, subject to exceptions with respect to parked vehicles. (1975 C.C., c. 6, art. 18, sec. 3.)24-34 Section 24-64. Fog or parking lamps; moving use prohibited. (a) No vehicle shall be driven at any time with fog lamps lighted except when the headlamps are also lighted. (b) No vehicle shall be driven at any time with parking lamps lighted except when the parking lamps are being used as turn signals or when the headlamps are also lighted. (1974, Ord. IMHO people are just so distracted/preoccupied/careless that it never occurs to them to do those things that could save their lives. When they're driving they are on auto-pilot and nothing could possibly go wrong for them. Yes, mainland drivers are also clueless about headlights at dusk. I never experienced the level of parking lights only driving as I have here. There appears to be some kind of consensus that parking lights only are legal to drive with, and police aren't pulling people over for it, or not that I have seen. RE: Insane Drivers of Hawaii, Chapter 17 - Carey - 02-17-2013 I kinda think the requirement of light on 1/2 hour AFTER Sunset & 1/2 hour BEFORE sunrise might be a little clueless...esp. on a mountain island where 1/2 of the island has a long "dawn" sunrise & 1/2 has a long "dusk" sunset, & dark happens quick on those elongated sides - on most of the east side dusk ends almost at sunset, so 1/2 hour after sunset is DARK Right now sunset is near 6:30pm, so those drivers at 6:30pm without lights are perfectly LEGAL, and pretty much in the dark! On the other hand, Carey, the law doesn't seem to make it illegal to drive half an hour after sunset or half an hour before sunrise unless the driver thinks visibility is less than 500 feet. It's a dreadful law and who is actually going to determine if visibility is greater or less than 500 feet if it goes to court? I also see the cops driving with parking lights on but no headlights in reduced visibility, so they are driving in volition of the law as well and see them drive plenty of times in rain when their headlights should be on but aren't. Simple solution. Have your headlights on all the time. That'll work unless someone brings in a law that having your headlights on during the day is also illegal, and I would not be surprised if that happens one day. What a mess.
