We already have posted speed limits in HPP. What is needed is an agreement with the county that will allow the police to come into the park, set up radar traps and issue citations daily.

Hawaiian Paradise Park Subdivision, all unpaved roads.

When the police are "invited" to patrol "private" roads, does the owner get a cut of the fines, or does the money just disappear into the County general fund?

Really? You obviously don't want speed enforcement. Another option would be a HOA assesment on the owners to pay for patrol by off duty officers.

Your reading my mind oink...will reduce (greatly, maybe) fugitive dust on our unpaved roads...after all, if cars did not travel our unpaved roads we would have very little fugitive dust...

The money disappears into the STATE funds.
And NO, as long as WE have to pay for the roads, NO I DON'T. If they want to enforce the speed limits let THEM PAY FOR THE ROADS. We have approximately 8 officers on duty for ALL OF PUNA, Upper AND lower, do you think they need to be sitting on our roads doing speed traps? Or should they be out there doing police work and not taking 20 minutes to respond to a child being thrown from a truck across the street from their Keaau Station.

I guess it boils down to whether or not you see the lack of traffic enforcement on the HPP roads as a problem. If you don't think vehicular speed is endangering the public or creating unnecessary dust in the subdivision, you won't want enforcement, as you might become a recipient of driving awards if/when traffic enforcement is implemented. Bumpy dirt roads do feel smoother at about 50mph.

I visit a high end mainland condo "town" frequently. The home owners association voted themselves the right to impose fines.... live there or visit, speed in the subdivision or park in the wrong spot - they watch you to see what unit you end up at - and add the fine to their association fee
everyone behaves...... I cant wait to be on my way again when there... good roads not always making for good neighbors.....

The bigger problem is how the "enforcement" will be funded.
County is forever telling the "private" subdivisions that nothing can be done about the "private" roads -- underlining the point by not even counting traffic fatalities because these deaths are somehow "not in the County" when they happen.
How did these "private" roads magically become eligible for "public-funded" enforcement? Somehow, I suspect the answer is "revenue", despite all the money flowing in from the recent round of tax/fee increases...
