HPPOA still pushing for road fees?? - rainshadow - 06-16-2013
A friend mentioned to me recently that the last HPPOA meeting included some discussion regarding the Board's previous attempts to charge all the owners an extra 5k annually for a few years, to stock up their cash kitty for, they say, road work, to help mitigate the issue they're having with the DoH regarding dust complaints.
I was not at this meeting, and I'm wondering if anyone here was, and if they could share what happened then, and what may happen coming up.

The last minutes posted on their web site http://www.hppoa.com/minutes.html is from March 20. Since it shows they have 6 million dollars in savings, maybe somebody could recommend paying some high school kid a few dollars to put all their minutes on the web site in a timely manner.

We could be asked for the assessment again.
Several districts just had elections. Our current president and another candidate tied. Our bylaws state that candidates are to draw straws to determine the outcome of ties. To complicate matters, Some are not pleased with the way the election was held and it may be challenged?????
The next General meeting is 6/30 3pm. It IS difficult to get information without attending the meetings.....even then......it's hard to get all of the facts.

Also, remember you are talking about politicians... Even if that is what you heard, there is no way of knowing if that is actually what they plan to do. Whatever puts the most money in their pockets is what will happen. This is true in ALL politics, from pta and hoa leaders (read politicians) to the president and congress. totally UN-trustable!

The way the election was handled appears to be seriously flawed. The League of Women Voters were apparently instructed to only communicate the results (and any problems) to the Board President, who also happened to be a candidate in the race said to be tied. If that isn't a conflict of interest, I don't know what is. There is a BOD meeting at 6 p.m. Wednesday night that should be quite interesting.
The $6M in "savings" was the remainder of the $12M bond money, which is legally reserved for road paving. A lot of it has probably been spent since those minutes were posted. There will be some left, though, as the bonding company requires a reserve against default.

I believe the court decree said that only 5 percent of the mandatory road fee can be used for anything other than road maintance.

I don't recall hearing a single word of this. That's crazy.
I am completely disgusted with this board... ineptness and self-servitude at it's finest, 'nuff said.

Considering that the State was able to re-purpose "reserved road funds" to balance the budget, I don't expect much better from HPPOA. After all, history teaches that you can always just increase fees/taxes to make up the difference.

Kalakoa, I hold the Board and management of the HPPOA in pretty low regard, but they have a very tightly constructed contract with a Belgian bank that limits the use of the bond money to road paving. The HPPOA would have a very hard time repurposing the bond money since they can't legislate contract law to suit themselves.
Rainshadow, only three or four of the nine districts had elections this year due to staggered terms. If you were not in a district with a race, you would not have received a ballot. Meanwhile, some of the more responsible BOD members (yes, there are a few) are now questioning the way the election was handled. Hopefully, they will be able to do something about the outrageous conflict of interest involved in having a candidate be the sole contact with the neutral body counting the votes. Why this only occurred to anyone after the fact is yet another example of the BOD's lack of oversight and good sense.
