I subscribed to this website a while ago and it seems to be the quickest with quake reports from all over the world:

Living in Hawaii, the sooner we know about problems around the Pacific Rim, the better. I set it to only notify me of 6.0 or higher. Today it beat the USGS by 15 minutes; sometimes it's 30 minutes.
If anyone knows of an even quicker site, please let me know.
