Any idea why HPP doesn't have ccr's? - sputnut - 11-02-2013 Are they talking about the possibility of them in the future? We will most likely be there in less than a year, and like the location and climate as well as the lava zone in HPP(esp. below 16th or so. drier), but with all the talk of rooster "farmers" and mad dogs roaming the roads there, I worry about buying there. (ccr's won't help with the termites) comin' your way soon! RE: Any idea why HPP doesn't have ccr's? - csgray - 11-02-2013 HPP currently has the population of the rural "small town" I grew up in, 10,000 +/- but without any of the public institutions such as city government, public library, locally controlled school district, fire and police departments and so on. Instead we have an elected board whose legal mandate to act is pretty much limited to roads and road maintenance. You are the only person I have ever heard talk about HPP adding CC&Rs, I have never heard anyone who lives here, or is on the board, bring it up, so no we are not talking about adding CC&Rs. The issues about roosters and loose dogs are found all over the Hawaiian Islands, not just the Big Island, Puna, or HPP. Honolulu just decided to quit spending $80,000 a year on rooster removal. If you want to live in Puna and don't want to have loose dogs or roosters your choices are limited. The only place I can think of where you won't have either of these is the gated community in Kapoho. If you want to live somewhere on the Big Island without risking loose dogs or roosters your choices expand to a few parts of Hilo, gated subdivisions in Kona or Kohala, or maybe Volcano Village, but anywhere else you could end up with one or both of those problems. We lived all over Puna and in Hilo before we bought our house and virtually everywhere there were either roosters, bad dog owners, or both to some degree, this is not something I see changing any time soon. Take Nanawale: No Roosters! But if you drive down the lower roads you will see some running around. Leilani Estates: various CC& Rs depending upon which part of the subdivision you want to live in. Kapoho Beach Lots: No poor people behind those gates. Can't install CC&Rs after the fact. I am talking about some inconsiderate person moving in with 100 roosters tied up next door to me and all the extreme noise and stench that entails. I was told that Hawaiian beaches / parks subdivision didn't allow rooster "farming" and heard the same of Ainaloa. comin' your way soon! RE: Any idea why HPP doesn't have ccr's? - kalakoa - 11-04-2013 Note: If you really want CC&Rs, and you buy into a subdivision that enforces the ones you like, be careful about "border regions". For example: the "very bottom" of Nanavale Estates is adjacent to "Nanavale Farm Lots", which is a separate subdivision (that may or may not have CC&Rs). The "very top" of Ainaloa is up against Hawaiian Acres; the "lower" part of Ainaloa Blvd is the boundary between Ainaloa and Orchidland. Also, little-known fact: the "first phase" of Ainaloa has NO CC&Rs, these are approximately the first 6-8 blocks from the highway. If you lived on the edge of "phase 2", your neighbors "across the line" could farm roosters despite the fact that you're both "in Ainaloa". I don't want someone else telling me my business like what color my house has to be n how to trim my bushes, but for common sense rules like " Don't raise dozens of exceedingly noisy and stinky yet helpless animals so you can torture them for your sick enjoyment and profit" or "Don't allow your vicious dog to roam free to kill other people's pets and children or bark incessantly" I have no problem and back them fully. comin' your way soon! If the legal system with the full weight of the police and courts behind it cannot change this behavior, why do you think a toothless set of CC&Rs from a community board with very limited powers would change anything?
