It's very "telling" that County "wants a list of what structures are exempt" -- those details are clearly spelled out in the law.

Reading between the lines is somewhat more disturbing: "how would someone know about setback rules (if there's no County plan review)" -- when there are documented cases of County "expecting" applicants to know about these things.

Example of "County expecting you to know what permits you need", from the Pearl Bakery hearing 2/3/2011, Exhibit A, page 16:

AU: So basically for two years you went along your business, you guys built it, you guys invested all this money, all this time, and then you were told that you can't do this?

T. ROBESON: Correct.

AU: Question for staff, I mean, BJ. You know, throughout this entire process, you know, the clients, the applicants, you know, are spending all this time and money and it was never triggered, a special permit was never triggered. And, you know, throughout the process BJ mentioned, you know, sometimes we have to get, Department of Health is triggered, sometimes other agencies gets triggered. Maybe, why didn't this special permit get triggered throughout the two-year process?

I'll spell it out for the irony-impaired.

When the State grants "ag structure by right", County asks "without plan review, how will people know what the rules are?!?!?"

When a business goes through plan review, County somehow fails to inform them about the additional rules that apply.

Maybe you could write a book about living in hawii and the county of hawaii. If you have enough information for an outline perhaps you could get a deal with a publisher paying you in advance (and if not, it seems like you may have some time on your hands - no offense meant). God knows we could use some exposure.

Seriously. Your cynicism is quite hilarious while at the same time being scary / eerily true ... Very good mix for a book in my opinion.
