Does anyone know the average cost for a concrete pad (for a garage in this case) in Puna, per square foot? Who are the best local contractors who could do this kind of work?

Probably in the $10-$12 psf range.

What are the best concrete piers to use around here, and what is readily available? I realized that a concrete pad probably isn't necessary and since it's a lot more pricey than a pier foundation I'm also considering this second option.

Concrete slabs are largely popular because they cost less than a pier and post system.

28x32 ft slab with landings for entryways cost me 7500 plus 800 for fill. Hope this helps
