Yes, as in "Hemp for Victory".

Unfortunately this measure is facing objection from law enforcement, because it's obviously a "cover crop" for the real thing -- as if anyone smaller than UofH (or Monsanto) will be able to get the special license.

Hawaii had DEA authorization in 1999 and the first hemp crop planted since the 1950's. But the DEA classifies hemp as a Schedule 1 substance, so it was put under so much restriction, the limited funding trial was abandoned and there was no effort to renew the authorization.

Hawaiian Hemp’s Political History

Built exactly per the strict requirements set forth by the Drug Enforcement Agency (DEA), the one-quarter acre is surrounded by chain length fencing with razor wire top, and a 24-hour infrared security system. Construction was completed in September, allowing for the state permit application to be submitted. The state permit issued in October and the federal permit application was submitted promptly to the DEA.

With the guidance of Thielen hot on the Fed’s heels, the final and most difficult leg of the now four-year conquest was granted to Hawaii a month later. Hawaii is currently the only state in the United States to obtain permission from the DEA to grow industrial hemp following WWII.

Cayetano said, “My administration supports stimulating Hawaii’s economy and keeping our agricultural lands productive. Industrial hemp could meet both of these objectives.”

still makes the best rope and paper I hear.... hemp mostly replaced by the yellow polyprop - that floats and has an affinity for propellers ...and search aircraft - its what you see recovered in the cnn videos

For all growers of Hemp's more THC-friendly cousin, what would a hemp crop mean to those folks who don't want their cousin to be pollinated?

I have wondered about that too ! If you believe that GMO crops are going to ruin your Organic crops,why wouldn't you believe that hemp could destroy your weed ??

Yes, an organic cannabis farmer's crops can be contaminated by unwanted pollen from unknown sources.

From a non-GMO point of view, an unknown grower's "killer strain" could contain genetics from some inferior - yet fast maturing - type such as a ruderalis, resulting in the double whammy of seeded weed, and unknown genetics.

If a grower is intentionally seeding portions of specific plants, and those plants are subsequently pollenated by some external - unknown - source, the resulting seeds will be of questionable value as pedigree is an imperative factor for the discerning connoisseur.
