Pahoa Roundabout - Obie - 07-14-2014

I sent an email to DOT to ask when the roundabout in Pahoa was going to be built,this is the response I just got :

"I was asked to respond to your inquiry since I'm the design project manager for this project. We advertised the project on January 16, 2014 and it was awarded to the lowest bidder on June 19, 2014. The construction contract has recently been executed, so we are expecting to issue the Notice to Proceed to the contractor, to start work, by the end of this month."

Should be just in time to suspend the project for lack of funding, which will put the shopping center on hold indefinitely.

We were in Pahoa town this morning,looks like on the pahoa road and road to pahoa dump is a huge bull dozing area,any one know what this will be?No signage for zoning changes as required by law,just the visual pollution of campaign signage .Lots of muddy run off at that intersection.

I was surprised when I went past that corner the first time after they cleared it! When I moved here about 9 years ago, that was full of conifers that they sold at Christmas. The only Christmas tree farm that I have ever come across on the island. The trees had gotten a bit on the "large" size for use as an indoor Christmas tree..

Mimosa, that is going to be the "second mall" I guess the new KTA and oh joy... McDonalds.

Man, I hope they get that roudabout in soon, almost hit someone pulling out... But, hmmm, I can see why, the drivers making that turn into malama market have to not only watch for people pulling in to see if they yield but also have to cross trafic (people flying at 50+) and... Hoping someone doesn't just pull out in front making the turn back onto the highway. I kinda had a close call myself. Crazy!!!! GO EXTRA slow!!! Smile

I just got a 2nd email :

"I'm sorry, but I'll have to recant what I mentioned earlier regarding the Notice to Proceed. In further discussions with the Hawaii District construction section, who will be managing the construction, the contractor will need time for the approval and ordering of materials, along with the approval of their erosion control plan. This may take a few more months, which could take us into October 2014 before the contractor can start construction."

This isn't likely going to happen. Congress diverted funds from the general fund to cover the highway trust fund shortfall. That's what
they did back in 2012.

The head engineer for HDOT, Take****a, told me personally he does not want roundabouts in Hawaii and none will be built. I suspect that, because of his attitude and being forced to do one, that the Pahoa roundabout will be badly designed, over budget and purposefully designed to become an example to justify Take****a preconceived position.

Assume the best and ask questions.

Having never seen a "proper" DOT project on this island, I suspect most won't know the difference.

Congress diverted funds from the general fund to cover the highway trust fund shortfall.

Hasn't happened "yet", but I'll raise the other dumb question here: this is a State project, which means it's supposedly funded by the latest increase of the vehicle registration fees. If it's also being funded by Federal money, where is the State money going? (I know, new roads on Oahu, but still...)

Well, maybe "The Producers Effect" will occur. Since HDOT's "good" designs tend to suck, maybe if they set out to build a "bad" design, it will turn out well and be a big success!
