So apparently the government won't authorize another bombing run of the Volcano but what's to prevent a private demolitions company from using explosives. What penalties would they receive?

I doubt anyone with the know how or resources would override the current govt stance of no diversion. Unless of course there was a healthy sum of money available, say a million dollars. Doubtful that kickstarter campaign would reach its goal.

Does anyone know for sure that breaching the southern flank of the perched lava lake would stop the flow on the north side? Is it that predictable? What if both sides continued flowing? If so you'd have cut off your last-resort alternate route.

There is also the reality of bench collapse on the coastline. The bomb(s) that would be used on the south flank would come with explosive might that could be felt throughout the region. Let's just say that in doing so, a large chunk of coastline falls into the ocean. It is not beyond reason to think of this as large sections of the shelf have given way in recent years. Let's just say a large section "slips back into the ocean." And let's say that slippage causes a tsunami. Pretty extreme example, but the answer is clear: Too many unknowns.
