Funds for Private Roads? - whalesong - 01-08-2015

What are they going to do with the $20,000,000 ? They aren't concerned about private property owner having to finance the roads to provide for those who will need an alternate route. DOT wasn't even at the meeting, doesn't that tell you, they really don't care about Puna citizen and the drive times, they have to spend on the roads to get work or home.

Watch just how clueless these representatives are.

I watched this, and it seemed like Greggor Ilagan kept asking some intelligent basic questions about funding private roads used for the emergency routes. The woman who tried to answer did not seem to be well prepared, and it is simply amazing that no one from Public Works, the agency that will be spending the money, was there to describe what they wanted the money for. I respect Greggor for calmly, but persistently, pushing for answers. The county administration needs a transparent plan that includes keeping the promise they made to maintain Makuu in HPP as well as any other private roads used. What I'm seeing here does not make me confident that they will do so.

20M - of which 75% comes back to us via FEMA.

No one ever speaks about the PEAR but it is definitely in dire need some serious repairs.

So the $20 million may be spent on reparing the evacuation roads, perhaps including the private portions, or removing lava at the transfer station, or other possible projects from lava impacts, but definately for the 25% of the emergency roads costs not covered by FEMA.

Do I even want to hear how the previous $20 million was spent?

Perhaps there is some FEMA related timeline so they need to spend now on any projects eligible for FEMA reimbursement? Get while the getting is good?

Harry Kims transfer station will not reopen until they know for sure they have access to it daily from main Hilo dump is our thought.
If Goddess crosses all access roads,they will not reopen till she stops.
All she is doing is building a new shield as it is after all a shield type volcano.

I had hoped for some dlsclosure on that point, because it sure looks like equipment for the park project was diverted to emergency roads. Maybe there was $10-15M worth of "design", I hear that's an important part of any large project.

Yeah, PEAR needs work. HPD keeps making noise about "speed enforcement" even though Code does not grant authority for this. Hopefully they'll ticket the wrong person and trigger a huge lawsuit.

We should all be grateful that County is willing to accept tens of millions of dollars of new debt on our behalf, especially since many of the improvements can be enjoyed with a short few hours' drive to Kona. What more could anyone ask for?
