1. A bus or two dedicated to just running Puna routes. It could link up to the County bus. (Think "Red Road Express"
2. Puna will need more schools soon
3. A Boys & Girls Club or some place where kids could attend after school and during breaks.
4. Bring in more utilities to the rural areas that don't have them yet.
5. Additional police and/or sheriffs.
This list could go on and on, I'll let someone else respond before I hijack the dang thing.

PARK AND POOL off the Highway near Malama Market.
A place where motorist could park their car and catch rides in with other people in the morning. (Rideshare) People could rotate duties, etc.
That could be a quick simple way to take a few cars off the road.

I would like to see a major revision of the state procurement laws.
Changes to suggest:
1. Establish the ability of a county department to hire an independent "Project Manager" to operate substantial public works projects on a cost plus basis.
2. Provide such Project Managers cash incentives to bring projects in on time and on or under budget. Incentives have worked miracles in tough disaster relief on the mainland. Need a earthquake destroyed bridge on I-10 rebuilt in record time? Can do.
3. Break up public works projects into a series of smaller tasks which would be (by scale and scope) available to more smaller contractors to bid on. Reduce their cash and insurance requirements to the degree that the county (and state) already operate on a self insured basis.
4. Create a business incubator environment to assist in smaller construction firms in gaining experience and capability.... help them grow into a broader field of competitors.
