Good for Big Island businesses that's for sure! But they're gonna have to put some money into a customs facility there.

The CBP could do pre-clearance at Haneda, if they can't use the existing facility, or until a new facility is constructed. The legislature allocated funds for a new FIS facility in this year's budget.
