Hawaii is considering taxing you by the mile.. as revenue from gas tax is not enough..because of fuel efficient cars.

Complete lies... that the state is in need of money for road repairs, when they put all projects on hold and have a billion $ surplus and have not bothered to spend the federal money they were already given.

This has come up in other states -- usually with a "solution" that includes a GPS receiver, on the basis that they need to track your usage of "out-of-state" and/or "private" roads that aren't subject to fuel taxes.

Of course this also means "they" know everywhere your car has been...

Heavier vehicles cause more damage to roads; fuel economy scales against vehicle size. It would be simpler to have a variable gas tax based on MPG, but that wouldn't create a feed of tracking data for NSA.

In the Hawaii case, it hardly matters how much money they collect, because it will somehow be spent on raises for government workers, or "studies" about why we can't afford road maintenance. Actual roads are the lowest priority.

Silly me -- right there in the article:

So the state is getting help from the federal government with a $4 million grant to study alternative ways of funding road projects.

It's not about gas taxes at all -- it's about funding a study with "free" Federal grant money.

Gas tax seems accurate enough, they can even tax diesel more since most heavier vehicles require it. Not that they need the money, what a joke.

Welfare for the rich. Welfare for multinationals. Welfare for government employees. Welfare for academia. Welfare for the poor. Seems a lot of money is flowing everywhere but to the average working fool!

Not exactly. The FHWA funding backlog is for projects already shovel ready, or close to being shovel ready. There is several examples, such as the Queen Kaahumanu Highway Widening Phase 2, and the final east side Saddle Road phase. In addition, the state has to come up with 20% of the cost of these highway projects e.g: If the project costs 60 million, the state has cover 12 million. The FHWA covers the rest.

The problem is the fact these highway projects are costing more money, so the state has to come up with more funding to cover the 20% local match. This is affecting how much funding is being allocated to system preservation. This is why the state has decided to allocate 90% of their funds towards system preservation going forward.

I'll give you an example; the Queen Kaahumanu Highway widening Phase 2. It was expected to cost around 66 million dollars to widen 5.2 miles of roadway back in 2007. The contractor, who ultimately was awarded the project [after three bid protests], bid 76.2 million dollars. The project was held up between 2010 and 2015 due to archaeological and environmental issues. The cost has ballooned to in between 90 and 100 million dollars as a result of this five year delay.
