If you use google you are a google customer, they make their money from advertising. Apple sells hardware and apps, they don't support their business with advertising, so like most businesses they charge for their products.
Why would you expect a for profit business to provide a free map service to everyone? As an Apple stock holder I would not be happy about them doing that just because people have come to expect services like digital mapping (which is expensive to create by the way) to be a free ride for non customers.
I don't expect microsoft to give me free access to the Office suite, but I can use libreoffice if I want a free knockoff. Cafe Pesto isn't going to give me a free meal but if I want to go to the soup kitchen they will feed me for free. If you want free maps use google maps or bing maps. Gas stations don't even give maps away for free, why should a computer corporation?

Wow, they charge money for that app?!!!
When I got my iPhone, one of the first things I did was get Google maps. This was after realizing that Apple maps was the "default" and several times ending up nowhere near my desired destination.
